Introduction
If you’re looking to change the ownership of your vehicle, there are a few steps that you must follow. In this article, we’ll explain the RTO transfer process and how to get it done.
What is the Registration Certificate or RC?
The RC is a document that confirms that a vehicle is registered with the RTO. It also shows its current status and current owner. The RC is issued by the RTO to the vehicle owner, and it’s valid for a period of 10 years.
What is the RC transfer process?
The RC transfer process is a means of transferring the ownership of a vehicle from one person to another. The process can also be used to transfer the ownership from a dealer to a customer and vice versa.
Intimation to the RTO
It is important to inform the RTO about the RC transfer. Why? Because it ensures that your new registration certificate is registered in your name and not with someone else’s name. Why? Because we all know how easy it is to lose documents like RCs or passports!
If you don’t inform the RTO, they may just issue a duplicate RC in someone else’s name and keep both of them with them! It’s happened before (and continues to happen). Ultimately, this means that if you ever try to sell your vehicle or use it as security for a loan application or anything else, they check whether there are any outstanding payments due on the vehicle that needs to be settled before transferring ownership over from one person to another – then BAM! You get stuck with an unpaid bill on sale/transfer of ownership because some other guy got his hands on your RC and didn’t pay for whatever services he was using it for!
Documents required for the RC transfer process
- Form 29
- Form 30
- Form 28
The following documents are required to transfer ownership of a vehicle:
- Valid insurance and Pollution Under Control certificate. Please note that if you have just bought the vehicle, you need to get these certificates updated with your name as the owner of the vehicle.
- National Crime Records Bureau (NCRB) Report. This report will be given by an authorized dealer or manufacturer after completing all formalities including payment of taxes, so make sure that this is done before applying for your RC transfer at an RTO office in India. The NCRB report is valid for a maximum period of three years from its issue date, which means that if it has expired by more than three years when applying for your RC transfer, then you will need to get another one issued by an authorized dealer/manufacturer before proceeding further with this process.* A receipt mentioning all details regarding taxes paid on your new car should also be submitted along with this document if required; however not mandatory!
Form 29, Form 30, and Form 28
When you transfer an RC of a vehicle from one person to another three forms need to be filled in and signed by both parties.
- The first is at the time of buying a used car when you fill in Form 29 (declaration by the buyer that the vehicle is not stolen) along with other details like the name of the seller, address, etc.
- Second is when you sell your car after using it for some time, or even if you have imported it from abroad – then again there is a similar form which has to be filled in with details like name of the buyer, address, etc.
- The third form is submitted when transferring ownership between two parties having the same address, and it is usually done as a matter of record keeping but may also require signatures on behalf of both parties (seller & buyer).
These three forms together make up what we call Form No.30A in the short term that needs to be submitted every time one transfers ownership of his/her vehicle.
Valid insurance and Pollution Under Control certificate
In the event of any accident, your insurance will cover damages. In case you are found guilty of polluting the environment, your Pollution Under Control (PUC) certificate will prove that your vehicle is not causing harm to our planet. The RC transfer process is incomplete without these certificates.
National Crime Records Bureau (NCRB) Report
The National Crime Records Bureau (NCRB) is an Indian government agency that collects and maintains data on crimes in India. The NCRB Report is a mandatory requirement for RC transfer, as it contains details about the vehicle such as its make and model, engine capacity, chassis number, etc. The report can be downloaded from the NCRB’s website free of cost. It comes in PDF format and takes up about 50MB of space on your device if you download it onto your PC.
RTO fee for processing the ownership transfer
The RTO fee for processing the ownership transfer differs for different states and is calculated based on the vehicle’s age. You can pay this fee online or offline at your local RTO. This fee is non-refundable.
How much time does the RC transfer take?
The RC transfer process is a long and tedious one. Depending on the RTO in which you are filing your application, it can take anywhere from 2 days to 3 months to complete the entire process. Applying offline is a much slower process than doing so online because there will be more work involved in manually processing each document for verification. If you can file in person at an RTO branch office, then this may be another option for you though it will still take some time and effort on your part (however, many people do enjoy interacting with government officials).
There are three ways that you can submit documents:
- At any Government of India recognized Regional Transport Office (RTO) branch or Regional Transport Office Satellite Center
- By post
- By courier services
Checking the status of the RC transfer Process
You can also check the status of your RC transfer process online. There are multiple ways to do this:
- Visit the website of your state’s Regional Transport Office (RTO) and look for an online portal for checking RC transfers. You will need to submit your driver’s license number, vehicle registration number, and vehicle type to access this page. If there is no such portal on their website, call their helpline or visit them in person.
- Visit https://indiacarbazaar.com/rctransfer/cities-list/, enter your city name into the search bar at the top left corner of the page, and press “Enter”. This will bring up a list of all cities within India with known RTO branches where you can complete your RC transfer process. Click on any one of these cities, which should redirect you automatically towards its RTO website, where all relevant information about checking status is available under the “transfers” category on both desktop computers as well as mobile devices (for example, iOS).
